Investing in Africa – which countries are the safest for capital today?

Until recently, investing in Africa was often associated with high risk and low predictability. Today, the continent is increasingly viewed as one of the last global regions offering genuine growth potential – particularly for investors looking beyond Europe and seeking foreign investment diversification.

The key question is no longer whether to invest in Africa, but where and how to do so in order to protect capital while maintaining long-term upside.

Table of Contents:

  1. Africa as a destination for foreign investment

  2. What does “capital safety” mean in Africa?

  3. The safest African countries for investors

  4. Tanzania and Zanzibar – why they rank at the top

  5. How to approach investing in Africa wisely

Africa as a Destination for Foreign Investment

A continent of growth, not a single market

Africa is not one market but 54 different countries, each with its own legal frameworks, currencies, and levels of economic maturity. As with any form of foreign real estate investment, selectivity is essential. In recent years, investor interest has increasingly focused on East and Southern Africa, where economic growth is supported by infrastructure development and tourism expansion.

Why global capital is looking at Africa

From an investor’s perspective, Africa offers advantages that are becoming harder to find in Europe: a young demographic profile, growing domestic demand, an expanding middle class, and relatively low saturation in the premium real estate sector. These factors explain why high-return investments are increasingly being allocated to emerging markets rather than mature economies.

What Does “Capital Safety” Mean in Africa?

Political and legal stability

Capital safety does not mean the absence of risk, but rather the predictability of that risk. Investors prioritize countries with stable political systems, respect for contracts, and clear rules governing ownership and business activity. In this context, parts of East Africa compare favorably with regions often perceived as traditionally “safer.”

Market accessibility and real demand

Capital is safer where genuine demand exists. For foreign real estate investments, this means tourism flows, international mobility, and a country’s growing reputation as a leisure or business destination. Without demand, even well-structured investments struggle to perform.

The Safest African Countries for Investors

Countries most frequently cited by foreign investors

Market analyses and international investment reports consistently highlight a similar group of African countries: Rwanda, Botswana, Namibia, Morocco, and Tanzania. These countries are associated with relative political stability, openness to foreign capital, and strong links between tourism and real estate development.

Why East Africa is gaining attention

East Africa, including Tanzania, benefits from rising international tourism, large-scale infrastructure projects, and increasing interest from global investors seeking exposure to emerging markets. The region is often compared to Southeast Asia 15–20 years ago, at an earlier stage of its growth cycle.

Tanzania and Zanzibar – Why They Rank at the Top

Stability and openness to investors

Tanzania is widely regarded as one of the more politically stable countries in the region. Zanzibar, as a semi-autonomous part of Tanzania, further benefits from strong tourism growth and increasing interest in resort and vacation real estate investments.

Tourism as a solid investment foundation

Investments in Zanzibar are supported by measurable demand. Rising visitor numbers, improved air connectivity, and growing interest in premium tourism make the island increasingly attractive for foreign investors seeking long-term value rather than short-term speculation.

Why this matters for investors

High-capital investments require not only return potential but also a stable operating environment. Tanzania and Zanzibar combine these elements in a way that is becoming increasingly rare in developed markets.

How to Approach Investing in Africa Wisely

A prudent approach to investing abroad begins with country selection, followed by careful project evaluation. In Africa, the most resilient investments are those connected to the real economy – tourism, services, and infrastructure – rather than purely speculative opportunities. Resort-based developments in Zanzibar illustrate how global demand can be combined with local growth potential.

In this context, Cocco Lagoon fits naturally into the broader trend of East African investment: a project located in a growing destination, supported by premium tourism demand and a long-term market vision rather than short-term market timing.

A logistical nightmare – managing vacation rentals on your own

A logistical nightmare – managing vacation rentals on your own

At first glance, renting out your own apartment in paradise may seem like a great idea. “I’ll buy a property, list it on Airbnb or Booking, and start earning” – many investors think this way. Unfortunately, reality quickly proves that this is not passive income, but a logistical nightmare.

Why is self-managed rental a trap?

  • Cleaning and service – after every guest, the apartment must be cleaned, the linen replaced, and the condition of the unit inspected. Outsourcing this individually is costly.

  • Guests 24/7 – a broken air conditioner, missing airport transfer, or a request at midnight – all issues must be solved immediately to avoid negative reviews.

  • Advertising and bookings – competition is intense. Owners have to pay for ads, manage online listings, and respond to countless inquiries.

  • Seasonality – occupancy depends heavily on the season, and without a strong marketing campaign, it is almost impossible to fill the calendar year-round.

  • Legal restrictions – in many countries, short-term rentals (Airbnb) are either banned or strictly regulated.

Why does the condo hotel model win?

In a condo hotel, you are never on your own. Your apartment becomes part of a professionally managed five-star resort with a dedicated team of specialists.

  • Economies of scale – employing a cleaning team for an entire resort is far more efficient than for a single unit. Global marketing campaigns for a luxury resort are more effective than advertising a single room on Airbnb. Professional operators negotiate contracts with tour operators and travel agencies – something an individual owner cannot achieve.

  • Maximized returns – marketing teams, reception, housekeeping, and technical staff ensure the resort operates at the highest standard and generates maximum rental income. An individual owner cannot match such occupancy or daily rates.

  • True comfort for the owner – as an investor, you enjoy a truly passive model: a few weeks of holidays in your apartment each year, while the rest of the time it generates income for you.

Cocco Lagoon – investment without the nightmare

This is exactly how Cocco Lagoon operates – the first five-star condo hotel on Pemba Island. Here, professionals manage your property, and you benefit from economies of scale and full operational support.
Instead of dealing with the logistical nightmare of self-managed rentals, choose the condo model – profitable, secure, and stress-free.

New Visualizations of Cocco Lagoon – The Final Masterplan Revealed!

We are excited to present the latest visualizations of our Cocco Lagoon complex, showcasing the final version of the hotel – an investment project that will become a reality in 2026.
The renderings were created in collaboration with our lead architect, Atakan Ormanli, to faithfully reflect the scale of the development, the unique topography, and urban design details.
Thanks to this, you can already see the space where 330 properties will be built – including 260 view apartments and 70 investment villas.

What makes this project stand out is the naturally hilly terrain, which allowed us to design a layout that offers panoramic views from almost every apartment. Nothing was left to chance – every element of the plan has been tailored to the site’s characteristics.

Below you’ll find a gallery of the latest visualizations, which will be regularly updated with new buildings, common areas, and leisure spaces.

We also invite you to visit our YouTube channel, where we regularly share video updates on the progress of the works, architectural concepts, and expert commentary.

On Site Update - May 2025

We’re excited to share the latest construction update from Cocco Lagoon!

Unfortunately, the rainy season has lasted longer than expected, delaying several scheduled works. However, our team is working hard to catch up, and visible progress is being made across the entire site.

Building A is nearly complete – we’re in the final stages of furnishing and decorating the apartments. The interiors are taking shape, and the atmosphere of Cocco Lagoon is beginning to shine through.

Building B – the exterior painting is finished, and the façade is now complete. Window frames are being installed, and in the sections where windows are already in place, furniture assembly has also begun.

Building C – we’ve officially completed the structural work and received approval from the site manager to move on. We are now starting the plastering and exterior painting, and the elevator installation is underway.

Building D – floors and tiles have been laid. Electrical installations are progressing, and elevator installation is also in progress.

Building E – we’ve finished the foundation work and are preparing for the next construction phase.

Reception area – masonry work on the first floor is complete, and plastering has begun on the ground floor.

Beach Apartments – the ceiling structure has been completed, and plastering has started.

We thank you for your continued support and patience. Every step takes us closer to making Cocco Lagoon a reality!

Can a Foreigner Buy Property in Zanzibar?

blog
Can a Foreigner Buy Property in Zanzibar?

Yes, foreigners can buy property in Zanzibar. Tanzania — including Zanzibar — allows foreigners to invest in real estate, though there are specific legal regulations and procedures to follow.

Conditions for Foreigners Buying Property:

According to Tanzanian law, foreigners cannot own land outright (freehold). Instead, they can acquire long-term land use rights through a leasehold, typically for up to 99 years. This is the most common form of ownership for foreign investors.

Purchase Process:

  • Finding a Property: The foreign buyer must choose a property available under leasehold conditions.

  • Due Diligence: It’s highly recommended to conduct thorough legal due diligence to ensure the property is free from encumbrances or legal issues.

  • Government Approval: Foreign purchases usually require approval from relevant government bodies, such as the Ministry of Lands.

Taxes & Fees:

  • Stamp Duty: Usually around 1% of the property value.

  • Registration Fees: Include various administrative and legal costs.

  • Annual Property Tax: Must be paid regularly by the owner.

Restrictions & Responsibilities:

Foreigners must comply with certain regulations related to land use — for example, minimum development or investment requirements within a set timeframe.

Example: Cocco Lagoon Investment

Cocco Lagoon is a real estate project in Zanzibar that offers leasehold properties available for foreign buyers. Professionally managed and offering a range of premium amenities, it is an attractive investment opportunity for those seeking secure and profitable real estate abroad.

Summary

Foreigners can legally buy property in Zanzibar through leasehold agreements. However, it’s crucial to understand local regulations, hire a qualified lawyer, and work with verified developers. Real estate investment in Zanzibar — particularly in growing tourist areas — can be both secure and highly profitable.

Is Zanzibar Safe?

Is Zanzibar Safe?

Zanzibar, part of Tanzania, is a popular tourist destination attracting visitors from around the world with its beautiful beaches, rich culture, and history. The question of safety in Zanzibar is important for tourists and potential investors alike. Generally, Zanzibar is considered a safe place to visit and live, but like any other destination, there are some factors worth knowing about.

General Safety

Crime: Crime rates in Zanzibar are relatively low compared to other popular tourist destinations. Incidents such as pickpocketing can happen, especially in crowded places and tourist spots. It is advisable to take basic precautions, such as not displaying valuables openly and avoiding walking alone after dark in less frequented areas.

Health Safety: Before traveling to Zanzibar, it is recommended to consult a doctor about vaccinations and malaria prevention. Tap water is not safe to drink, so it’s best to use bottled water.

Tourist Police: Zanzibar has a dedicated tourist police force available to assist visitors with any issues. Their presence enhances the overall sense of security for tourists.

Safety for Investors

Political Stability: Zanzibar is part of Tanzania, a relatively stable country in East Africa. Elections are regularly held, and the government strives to maintain stability and security.

Property Security: Investing in real estate in Zanzibar is becoming increasingly popular. Projects like Cocco Lagoon offer professional property management and a secure investment environment. It’s advisable to work with local lawyers and real estate agents to ensure that all transactions are legal and safe.

Tips for Tourists

  • Avoid Risky Situations: Like anywhere else, avoid leaving valuables unattended or traveling to remote areas without a guide.

  • Respect Local Customs: Zanzibar has a rich culture with Islam as the predominant religion. Respecting local customs, such as appropriate dressing and behavior, will help you gain a positive reception from locals and improve your safety.

Summary

Zanzibar is generally a safe place to visit and invest in. As everywhere, basic precautions and cultural awareness are recommended. Investors can expect a stable and secure environment for their ventures, especially in well-managed complexes like Cocco Lagoon. Tourists are advised to use resources like the tourist police and respect local laws and customs to ensure a safe and pleasant stay.
